G. Wallace McCulloch, P.E.

Vice President/Project Engineer

 

Mr. McCulloch has 20 years of civil engineering experience including 11 years of progressive responsibility on civil engineering projects working for a consulting engineering firm.  Mr. McCulloch has extensive design experience on residential and commercial site development projects involving roadways, storm drainage and stormwater management, mass grading, water, sewer facilities and recreation amenities.  His work has included the complete process from initial conceptual planning to obtaining local, state and federal permits for the facilities.  Mr. McCulloch has written computer programs for storm drainage design including grade lines for closed conduits.  On his projects he used AutoCAD/DCA for design, Kentucky Pipes for network flow analysis and other PC software.

Project Experience

  

  • The Great Outdoors Premier R/V Golf Resort, Titusville, FL;  project Manager responsible for engineering design, specifications and permitting for --- feet of streets, water, sewer, grading and drainage including lift stations.  Permitting through FDEP and Brevard County.

 

  • Parrish Medical Hospital, Titusville, FL;  Project Manager responsible for utility design and permitting for a 300,000- S.F. hospital.  Duties included site layout, stormwater management, site design, parking, drainage, water and sewer facilities.  Permitting included FDOT, FDEP, St. Johns River Water Management District (SJRMWD)  and City of Titusville (COT).

 

  • Apollo/Saturn V Center, Kennedy Space Center, FL;  Project Manager for a 100,000 S.F. tourist facility with site design, grading, drainage, stormwater management, water/sewer, construction administration, bid awards, rocket relocation design and environmental permitting.  Federal, state and local permitting required.

 

  • Lowe’s Supply Store, Titusville, FL;  Project Manager/Engineer for a 33 Ac., 130,00 S.F. retail center with feasibility study, environmental audits, boundary, topo and tree surveys, rezoning/annexation, site design including water/sewer, grading, drainage, stormwater management, parking, lighting, landscaping, wetland mitigation, soil borings, traffic study, bid documents and specifications, construction administration and as-built certifications.  United States Army Corps of Engineers (USACOE), SJRWMD, FDEP and Brevard County permitting required.

 

  • Community Educators Credit Union, Titusville, FL; Project Manager responsible for drainage improvements for a credit union deceleration lane.  Florida Department of Transportation (FDOT) permitting was required.

  

  • First Christian Church, Titusville, FL;  Project Manager responsible for constructing a class room addition to the building.  Site plans and permitting required.

 

  • The Great Outdoors Primer R/V Golf Resort, Titusville, FL;  Project Manager responsible for 10,000 Linear Feet (L.F.) of right-of way.  Stormwater management and site plans provided.  Permitting also provided.

 

  • Kennedy Point Yacht Club and Marina, Titusville, FL; Project Manager for dredging and permitting a marina/restaurant/new condominium.  Permitting was required

 

  • Grissom Parkway, Titusville, FL; Project Manager for design of septic tank, site permitting and site plans.

 

  • North Brevard Children’s Services Center, Titusville, FL; Project Manager for a 13,664 S.F. children’s services facility that will provide medical assistance for children.  Stormwater management, drainage, site design, parking, water and sewer. SJRWMD, FDOT, FDEP and COT permitting required.

 

  • Perrine Produce, Titusville, FL;  Engineer of Record for a 2,800 S.F. indoor produce market.  Responsible for design, site layout, parking, drainage, water/sewer, stormwater management and permitting.

 

  • Parrish Medical Center, Titusville, FL;  Project Manager for preparing a construction study for Coleman ditch.  Responsibilities included stormwater management, site plans and permitting.

 

  • Hidden Grove, Merritt Island, FL;  Project Engineer responsible for stormwater management, site plans, drainage, water/sewer, design and permitting for a ---- lot subdivision.

 

  • Satellite Processing Facility, Titusville, FL;  Project Engineer for a --- S.F. satellite processing facility site.  Design, drainage and permitting provided.

 

  • St. Teresa Church, Titusville, FL;  Project Engineer responsible for building expansion to include two (2) new buildings (total square footage – 26,000).   Design, stormwater management, site layout, parking, water/sewer and permitting provided.

 

  • Gas Mart – Sisson Road/ SR 405, Titusville, FL;  Project Manager responsible for engineering design, plans and permitting for a 3,132 S.F. gas mart including FDOT and FDEP.  A lift station was also designed to serve the station.  The project is located within the City of Titusville Area of Critical Concern.

 

  • Gas Mart I-95/SR 50, Titusville, FL;  Project Manager responsible for engineering design, plans and permitting for a 3,777 S.F. gas mart including a Dairy Queen drive-thru.  A small wetland area on the northeast corner of the project was permitted without mitigation.  FDEP and FDOT permitting required.

 

  • Eckerds, Port St. John, FL;  Project Manager responsible for engineering design, plans and permitting for a 13,050 S.F. drug mart including parking, storm drainage, stormwater management and water/sewer.  FDOT, FDEP, SJRWMD and Brevard County permitting was required.

 

  • Lemon, Coleman, Mantor Streets and Area II Stormwater Improvements, Titusville, FL;  Project Manager for design and permitting of paving for three (3) existing dirt streets including drainage and stormwater management.  Stormwater management for one street consisted of road site swales for a curbed street to meet SJRWMD minimal stormwater management requirements.  Stormwater management of the other two consisted of extending and enlarging a drainage way (culverts) under U.S. Highway No. 1 in an area with a split median and designing a 1.80 Acre (Ac.)water management basin.  The management basin was also a retrofit basin in the City’s Area II Watershed.  An outfall to the Indian River was also included.  Permitting included SJRWMD, FDOT and the City of Titusville (COT).

 

  • Eagle Pointe at Bent Oak Subdivision, Titusville, FL;  Project Manager for design, plans and permitting of a 39 lot residential subdivision including stormwater management, drainage and water/sewer.

 

  • Oaks at Lake Front Subdivision, Merritt Island, FL;  Project Manager for design, plans and permitting of a 22 lot residential subdivision including water, septic, storm drainage and stormwater management.

 

  • Brevard Regional Juvenile Detention Center, Brevard County, FL;  Project Manager/Engineer for a 2.5 Ac. site with new stormwater management system.  SJRWMD and local permitting required.

 

  • Space Coast Credit Union, Melbourne, FL;  Project Manager for a site engineering and surveying services for a banking facility including stormwater management system.  County and SJRWMD permitting required.

 

  • Space Coast Credit Union, Titusville, FL;  Project Manager for site engineering and surveying services for a banking facility including parking, access drives, storm drainage, stormwater management, water, sewer and grading.  County and SJRWMD permitting required.

 

  • Titusville High School Renovation and Addition, Titusville, FL;  Project Engineer for design of a new sewer/water, grading, drainage and stormwater management to service new and existing buildings.  State and local (limited to utilities) permitting required.

 

  • Parrish Health & Fitness Center, Titusville, FL;  Project Manager for a 39,000 S.F. physical fitness/therapy center complex on 10 Ac. with site design, sewer/water, grading, drainage, stormwater management and permitting required.

 

  • Parrish Health & Fitness Center, FL;  Project Manager for a 315 space parking lot and stormwater management design.  Permitting included U.S. Army Corps of Engineers for a major ditch crossing.  FDOT access to U.S. Highway No. 1 and SJRWMD for revisions to an existing stormwater management pond.

 

  • Cougar Ridge Golf Community, Mims, FL;  Project Manager for a 1,043 Ac. golf course and residential subdivision.  Provided conceptual design including reclaimed water, sewer, water, FDOT access permitting, well site access and cost estimates.

 

  • Kodech Medical Center, Titusville, FL;  Project Manager responsible for layout and final design of a 6,000 S.F. medical office complex with sewer, water, grading, drainage and stormwater management.  SJRWMD and COT permitting required.

 

  • New Convenant Baptist Fellowship, Brevard County, FL;  Project Manager responsible for site design of a 2,500 S.F. church including grading, drainage, stormwater management and dredge and fill permitting.  SJRWMD and COT permitting required.

 

  • Cracker Barrel Old Country Store, Titusville, FL;  Project Manager for a 10,200 S.F. restaurant with boundary and topography surveys, rezoning/annexation, conceptual site design including sewer, water reclaimed water, grading, drainage, stormwater management, parking, lighting and landscaping.  FDOT access, COT, wetland mitigation, as-built, USACOE, FDOT, SJRWMD and Brevard County permitting required.

 

  • Winner Auto Sales and Service, Cocoa, FL;  Project Manager for an auto sales and repair service facility with a business office and convenience store including, site design, sewer, water, grading, drainage, stormwater management, parking, lighting, landscaping and a-built certifications required.  FDEP, FDOT and COT permitting required.

 

  • Las Verdes Townhomes, LaCita Subdivision, Titusville, FL;  Project Manager for a site design of residential townhome units including subdivision streets with sewer, water, grading, drainage and stormwater management.  SJRWMD and COT permitting required.

 

  • Royal Oak Medical Center, Titusville, FL;  Project Manager for a 10,000 S.F. medical office complex with sewer, water, grading, drainage and stormwater management.  FDEP and COT permitting required.

 

  • McDonalds Restaurant, Titusville, FL;  Project manager for a 2,500 S.F. restaurant with sewer, water, grading, drainage and stormwater management.  FDEP and COT permitting required.

 

  • Duke Power Company, Oconee Nuclear Station, Seneca, SC; Responsible for many engineering assignments relating to the company’s facilities as inspections of hydroelectric dams and dikes, structural inspections of building and other structures, supervised construction of drainage facilities, design and supervision of construction of retaining walls and site work, cost estimates, construction schedules for a sewage lagoon, large machine shop addition and a $60 million radiological waste processing facility; assisted with capital, operation and maintenance budgetary and cost control.

 

  • Pope Air Force Base, NC;  Project Engineer for loop analysis and sizing water main distribution system, over 5,000 feet studied, water mains and parking area.

 

  • The Georgians, York County, VA;  Project Manager for site development of 120 condominium unit, topographic and boundary surveys, curb and gutter, underground drainage, sewer and water main extensions to lot and picnic area, sports trail, drives and parking areas.

 

  • Enchanted Woods Subdivision, Spotsylvania County, VA;  Project Manager responsible for design of two and one-half (2 ˝) miles of rural streets, two and one-half (2 ˝) miles of sanitary sewer and water lines, one (1) mile of off-site water main and drainage for a 235 lot subdivision.  Also included master drainage study to assess impact of this development on existing drainage system.

 

  • Scotts Landing, Smithfield, VA;  Contracted by Town of Smithfield to perform field inspections on sewer and water line testing, drainage and road construction.

 

  •  Pace Center, Charles County, MD;  Project Manager for layout and final design of 137, 000 S.F. shopping center on 20 Ac.  The project included extensive stormwater management and permitting of impacted wetlands.

 

  • The Village at Kiln Creek, Newport News, VA;  Project Engineer and later Project Manager for a 1,200 Ac. planned unit development.  The project consisted of  five (5) miles of collector road with water, sewer, five (5) sewage lift stations, stormwater management lake system and a golf course for commercial and residential parcels within the P.U.D.  Negotiated with utilities, local, state and federal agencies including the U.S. Army at Fort Monroe for various permits and approvals.

 

  • Peninsula Professional Building, Newport News, VA;  Project Manager responsible for conceptual layout and final design of 30,000 S.F. office building, associated parking and utilities.  Project required coordination with architectural review committee of a planned industrial park.

 

  • Dodge City, Chesapeake, VA;  Project Manger responsible for conceptual layout and final design of a three (3) acre automobile dealership.

 

  • Yorkshire Downs Community Recreation Area, York County, VA;  Project Engineer for site development of a recreation area, 7,000 S.F. swimming pool, three (3) tennis course, shower/locker building, sports trail, picnic area, lot landscape architecture, parking areas and underground drainage.

 

  • Yorkshire Downs, Phase IV, York County, VA;  Project Engineer for a site development of 289 townhouse units, topographic and boundary surveys, curb and gutter, underground drainage, sewer/water main extensions, soccer field, sports trials, drives and parking areas.  Application for a joint permit for work in wetlands.
