Mr. McCulloch has 20 years of civil engineering experience including 11 years of progressive responsibility on civil engineering projects working for a consulting engineering firm. Mr. McCulloch has extensive design experience on residential and commercial site development projects involving roadways, storm drainage and stormwater management, mass grading, water, sewer facilities and
recreation amenities. His work has included the complete process from initial conceptual planning to obtaining local, state and federal permits for the facilities. Mr. McCulloch has written computer programs for storm drainage design including grade lines for closed conduits. On his projects he used AutoCAD/DCA for design, Kentucky Pipes for network flow analysis and other PC software.

The Great Outdoors Premier R/V Golf Resort, Titusville, FL; project Manager responsible for engineering design, specifications and permitting for --- feet of streets, water, sewer, grading and drainage including
lift stations. Permitting through FDEP and Brevard County.
Parrish Medical Hospital, Titusville, FL; Project Manager responsible for utility design and permitting for a 300,000- S.F. hospital. Duties included site layout, stormwater management, site design, parking,
drainage, water and sewer facilities. Permitting included FDOT, FDEP, St. Johns River Water Management District (SJRMWD) and City of Titusville (COT).

Gas Mart – Sisson Road/ SR 405, Titusville, FL; Project Manager responsible for engineering design, plans and permitting for a 3,132 S.F. gas mart including FDOT and FDEP. A lift station was also designed to serve the station. The project is located within the City of Titusville

Gas Mart I-95/SR 50, Titusville, FL; Project Manager responsible for engineering design, plans and permitting for a 3,777 S.F. gas mart including a Dairy Queen drive-thru. A small wetland area on the northeast corner of the project was permitted without mitigation. FDEP and FDOT
permitting required.
Eckerds, Port St. John, FL; Project Manager responsible for engineering design, plans and permitting for a 13,050 S.F. drug mart including parking, storm drainage, stormwater management and water/sewer. FDOT, FDEP, SJRWMD and Brevard County permitting was required.
Lemon, Coleman, Mantor Streets and Area II Stormwater Improvements, Titusville, FL; Project Manager for design and permitting of paving for three (3) existing dirt streets including drainage and stormwater
management. Stormwater management for one street consisted of road site swales for a curbed street to meet SJRWMD minimal stormwater management requirements. Stormwater management of the other two consisted of extending and enlarging a drainage way (culverts) under U.S. Highway No. 1 in an area with a split median and designing a 1.80 Acre (Ac.)water management basin. The management basin was also a retrofit basin in the City’s Area II
Watershed. An outfall to the Indian River was also included. Permitting included SJRWMD, FDOT and the City of Titusville (COT).

Duke Power Company, Oconee Nuclear Station, Seneca, SC; Responsible for many engineering assignments relating to the company’s facilities as inspections of hydroelectric dams and dikes, structural inspections of building and other structures, supervised
construction of drainage facilities, design and supervision of construction of retaining walls and site work, cost estimates, construction schedules for a sewage lagoon, large machine shop addition and a $60 million radiological waste processing facility; assisted with capital, operation and maintenance budgetary and cost control.

Enchanted Woods Subdivision, Spotsylvania County, VA; Project Manager responsible for design of two and one-half (2 ˝) miles of rural streets, two and one-half (2 ˝) miles of sanitary sewer and water lines, one (1) mile of off-site water main and
drainage for a 235 lot subdivision. Also included master drainage study to assess impact of this development on existing drainage system.
Scotts Landing, Smithfield, VA; Contracted by Town of Smithfield to perform field inspections on sewer and water line testing, drainage and road construction.
Pace Center, Charles County, MD; Project Manager for layout and final
design of 137, 000 S.F. shopping center on 20 Ac. The project included extensive stormwater management and permitting of impacted wetlands.
The Village at Kiln Creek, Newport News, VA; Project Engineer and later Project Manager for a 1,200 Ac. planned unit development. The project consisted of five (5) miles of collector road with water, sewer,
five (5) sewage lift stations, stormwater management lake system and a golf course for commercial and residential parcels within the P.U.D. Negotiated with utilities, local, state and federal agencies including the U.S. Army at Fort Monroe for various permits and approvals.
Peninsula Professional Building, Newport News, VA; Project Manager responsible for conceptual layout and final design of 30,000 S.F. office building, associated parking and utilities. Project required
coordination with architectural review committee of a planned industrial park.
